If injury or damage to the dog occurs such that care by a veterinarian is required, then such violation shall be a class III offense for the first offense and a class IV offense for any repeat violation within five (5) years of a previous offense. (i) It is unlawful to attach a chain or wire or other tethering device to, or cause such attachment to, a choke-type or pronged collar on a dog.
